According to a media report, 13 clubs from German professional soccer have developed a position paper criticizing penalties for pyrotechnic offenses. As reported by “Sport Bild,” the clubs believe that penalties do not lead to fewer pyrotechnic incidents. The German Soccer League (DFL) declined to comment on the position paper when asked by the German Press Agency.

According to the report, the clubs are calling for a reform of the German Football Association’s (DFB) catalog of penalties. It remains to be seen whether the clubs’ proposals will be discussed at the security summit between politicians and professional soccer representatives in Munich on Friday. The meeting is expected to focus on violence and security in German stadiums.

The 13 clubs are said to have formed a “working group on association penalties” two years ago. According to reports, these include Bundesliga clubs Borussia Dortmund, Eintracht Frankfurt, Borussia Mönchengladbach, Werder Bremen, FC St. Pauli, as well as second division clubs Hamburger SV, FC Schalke 04, 1. FC Köln, Hannover 96, Eintracht Braunschweig, SV Darmstadt 98, SpVgg Greuther Fürth, and third division club Hansa Rostock.
